The EEF capability building programme, facilitated through the Accelerator Fund, aims to strengthen structural features of large-scale education programme delivery in an evidence-informed way.

The EEF commissioned Oxford MeasurEd to provide capability building support to EEF-funded organisations in the 2023/24 academic year. The support was focused on helping organisations to strengthen their Train the Trainer models and quality assurance (QA) systems so that their projects could maintain fidelity and quality as they scale – vital support given the importance of fidelity for impact.

We provided tailored support to two projects that had demonstrated impact in robust effectiveness trials, as they entered their “scale up” phase in the EEF programme pipeline. This included providing feedback and guidance on their systems and materials, and ongoing coaching and support.

We also ran two joint workshops and four lunchtime webinars for these and other EEF-funded organisations, in collaboration with “experts by experience”, to support them as they progressed through the EEF programme pipeline to scale.

At the end of the project, the EEF published our guidance summarising the evidence and providing practical guidance on Train the Trainer and QA at scale, drawing on learning from this project and the global evidence base.

Key activities:

  • review of the global published evidence base on effective Train the Trainer models and QA practices at scale

  • consultation and partnership with “experts by experience” – organisations who have successfully scaled up education interventions in England

  • tailored support for two organisations scaling up delivery under the Accelerator Fund

  • workshops to support a larger number of EEF-funded organisations to strengthen their Train the Trainer models and QA practices as they scale

  • production of two guidance documents summarising the evidence and providing practical guidance on Train the Trainer and QA at scale
