M&E System Review and Performance Management Framework Development for AKF East Africa’s Education Improvement Programme

The Aga Khan Foundation (AKF) have a long history of implementing education and Early Childhood Development programming in East Africa, building on strong relationships with schools, communities and governments.  

The core goal of AKF East Africa’s Education Improvement Programme (EIP) is to incubate evidence-based models for educational improvement that can then be taken up and scaled by government and partners.

We supported AKF East Africa to develop the Theory of Change (ToC) for their education programme and provided support to strengthen their Monitoring and Evaluation (M&E) system so that it was fit for the purpose of measuring against and learning about this ToC. Our focus was on proportionate and purposeful data collection, and programme- rather than project-level monitoring, evaluation and learning.

With the AKF team, we co-developed an Indicator Library mapping indicators against programmatic outputs and outcomes, an M&E process guide documenting the EIP’s approach and processes, and a list of tools needed to capture programmatic outcomes.

Key Activities: 

  • Refining the EIP Theory of Change (ToC)

  • Comprehensive review of M&E processes and tools

  • Mapping existing data and evidence sources against the ToC and identifying data and evidence gaps  

  • Facilitating workshops to agree common outputs, outcomes and indicators against the ToC

  • Identifying next steps needed to finalise the programme-level M&E system
