Evaluation of NRC’s Never too Late to Learn Initiatives

The Norwegian Refugee Council implemented the Never too Late to Learn project from 2018 to 2022, as part of the BRICE initiative funded by the European Union. The project provided Accelerated Education opportunities for Burundian refugees living in camp settings in Tanzania and internally displaced and returnee children in the North Kivu region of the Democratic Republic of Congo (DRC). The initiatives follow a multi-pronged intervention approach. In addition to provision of Accelerated Education, the initiatives included early childhood education, child protection activities, teacher professional development, research, system strengthening and capacity building for local government partners. 

NRC commissioned Oxford MeasurEd to undertake the summative evaluation of Never too Late to Learn. Our evaluation assessed how the different operational models in Tanzania and DRC contributed to outcomes over the duration of the intervention. It provided lessons for NRC and other organisations wanting to implement Accelerated Education programmes with early childhood development, child protection, research and systems strengthening components.

  • Desk review of evidence gathered from research and programme M&E data 

  • Case studies of the initiatives in DRC and Tanzania, including interviews and focus group discussions with key programme stakeholders

  • A series of workshops to support NRC to use evaluation evidence to review and revise the project’s Theory of Change, in order to support future Accelerated Education programming
