Education Cannot Wait (ECW) is a global fund to transform the delivery of education in conflict affected settings and areas of protracted crisis. The fund joins up governments, humanitarian actors, and development efforts to deliver a more collaborative and rapid response to the educational needs of children and youth affected by crises. The Holistic Learning Outcomes Measurement Programme  works with partners to measure the academic and non-academic learning of children in emergency settings, build capacity to collect and report on children’s learning and develop and disseminate toolkits to support holistic learning outcomes measurement systems across conflict and crisis settings . It aims to increase the availability of quality holistic learning outcomes data, with the objective of building in-country capacity, mobilising financial resources and advocating the importance of holistic learning outcomes measurement.

Oxford MeasurEd has partnered with Mott MacDonald to fill the role of Global Technical Partner for the Holistic Learning Outcomes Measurement programme. Oxford MeasurEd leads the technical design and implementation of the holistic learning assessment. We also provide technical assistance and guidance to in-country partners developing and implementing assessments.

Key Activities:

  • Identifying existing initiatives which measure holistic learning outcomes in conflict-affected areas, which stakeholders are involved and which tools are used.

  • Developing and implementing a tailored strategy for each focus country to resolve identified systemic challenges and conduct holistic inclusive learning outcome measurements

  • Developing and delivering guidance materials on how to design and implement holistic learning assessments in EiE settings, including sampling expertise to assist partners to collect data from programme-supported schools

  • Providing quality reviews of all tools developed and implemented by assessment partners.

  • Supporting with complex modelling of the data to answer important research questions.
