Pilot of the Queen Rania Foundation’s Let’s Read Fluently! Literacy Intervention

Client: Queen Rania Foundation

Duration: 2021 - 2023

Geography: Jordan

Partners: NatCen, Integrated (Jordan), Schools-To-Schools (STS) International

Solutions:  Assessment, Evaluation

Let’s Read Fluently! is a literacy intervention that is currently being trialled by the Queen Rania Foundation to improve Arabic literacy among pupils in Grades 1, 2 and 3 in Jordan and the wider Levant region. Currently there are two interventions designed: the first to improve whole class literacy and the second to support students who are performing at the bottom quintile of their class.

Working with our partners based in the UK and in Jordan, Oxford MeasurEd contributed to the robust design of a pilot evaluation and a future impact evaluation to assess the efficacy of the two intervention models. As the assessment lead in the partnership, we led on adapting the Early Grade Reading Assessment (EGRA) tool so that it could detect the full range of Grade 1 learner proficiencies to accurately measure the impact of the Let’s Read Fluently! intervention. During the pilot evaluation, we also supported partners to analyse qualitative data and to assess the intervention’s “evidence of promise” and readiness for trial.

Key Activities:

  • Providing advice on pilot and impact evaluation design

  • Developing pre-literacy items and enumerator guidelines to assess the range of learning abilities among children in the study

  • Conducting psychometric analysis of EGRA and pre-literacy assessments to assess their ability to measure children’s outcomes

  • Contributing to qualitative and quantitative and analysis and reporting
