Review of Learning from Evaluations of FCDO’s Girls’ Education Portfolio

Client:             UK Foreign, Commonwealth and Development Office (FCDO)

Duration:        2020 - 2021

Geography:     Global

Solutions:        Research

As part of the UK government’s commitment to supporting global education, the FCDO has invested significantly in girls’ education in the past decade. Drawing on recommendations from the Independent Commission on Aid Impact (ICAI), the FCDO commissioned Oxford MeasurEd to synthesise learning from all external evaluations conducted on FCDO education programmes between 2011 and 2020. This review serves as part of a set of tools created to inform education programme design within the FCDO.

The review synthesised findings related to improving education outcomes for girls, with a view to strengthening programme design and implementation. It also provided recommendations on how to improve methodologies to evaluate the impact and cost-effectiveness of interventions and provided recommendations for where investments might be best placed to improve the evidence base on improving education outcomes for girls. The review highlighted learning across the evaluations which might support programme adaptation to the COVID context.

Key Activities:

  • Reviewing evaluations of FCDO’s girls education programmes

  • Developing and populating an evidence review database

  • Analysing the quality of evidence produced by the studies

  • Synthesising the results of the studies against a set of overarching research questions

  • Reporting on findings, including through a webinar delivered to all FCDO education advisors
