Supporting Inclusive Education Sector Dialogue through the All Hands on Deck Initiative

All Hands on Deck was launched by the Global Schools Forum (GSF), a member network for non-state actors who provide education to marginalised communities around the world, and the IDP Foundation, who dedicate funding to support for the Affordable Non-State (ANS) sector.  

All Hands on Deck was built on the consensus that for quality education to be spread to the most marginalised communities, greater collaboration is needed between state and non-state education sectors.

The role of Oxford MeasurEd in All Hands on Deck was to build an evidence base on what has worked for increasing the inclusivity of education sector dialogue. We conducted deep dive research into case study initiatives where public and private actors had come together to build coalitions for change to improve learning for all children. We identified the salient factors that had resulted in successful coalitions and developed a toolkit to support organisations looking to build coalitions and increase the inclusivity of sector dialogue in relation to the ANS sector.

  • Developing an evidence-based framework for categorising and understanding change-making initiatives

  • Landscape mapping to create a database of initiatives that have sought change in sector dialogue
