Supporting the Development of National ECE Assessments in Lebanon

Over the last several years, the education sector of Lebanon has been adversely affected by multiple crises, including two years of disruptions and school closures due to the COVID-19 pandemic, combined with long-term economic and social challenges. This has increased the demand for and pressure on public education, necessitating both crisis response and long-term reform.

The World Bank is implementing a Technical Assistance programme in support of the Government of Lebanon’s Ministry of Education and Higher Education’s addressing these challenges. A three-component programme, it will contribute to strengthening the early childhood education sector, while two other components will focus on the prevention of early school leaving and support the preparation of a higher education strategy.

Working with our partners, Genesis Analytics, Oxford MeasurEd is leading the work in developing a comprehensive Early Childhood Education assessment under the Early Childhood Education System Strengthening component. This assessment will measure the quality of the learning environment and learning outcomes, and will inform the institutionalisation of a holistic quality and learning assessment system in early childhood education.

Key Activities:

  • Identifying best international practices on Early Childhood Education quality and learning assessments

  • In consultation with key stakeholders, identifying the policy goals and specific needs for the Early Childhood Education assessment

  • Supporting the vision-setting for a sustainable system for implementation of the assessment beyond the technical assistance project

  • Developing the assessment framework for a holistic Early Childhood Education quality and learning assessment system for Lebanon

  • Developing pilot quality and learning assessments and supporting tool piloting

  • Providing recommendations for institutionalisation
